SAN ANTONIO – The San Antonio Reproductive Justice Fund today secured enough votes to make it into the San Antonio Fiscal Year 2027/2028 Budget. Reproductive Justice is about health equity, access, and autonomy for everyone. The fund will allocate $500,000 for 2027 — and the same investment for 2028 — to support comprehensive reproductive healthcare services, like doulas, health education, and logistical support resources for San Antonians.

While safety net programs like Medicaid, the Texas Healthy Women’s Program, and Title X aim to offer support to uninsured people seeking reproductive healthcare, the politicization of these programs has made them fall short of addressing the full spectrum of needs. The SA Reproductive Justice Fund exists to address those gaps. It operates around the core belief that all people, regardless of income level or citizenship status, deserve access to adequate sexual and reproductive healthcare.

Avow Texas Director of Governing Power Yaneth Flores issued the following statement:

“Reproductive justice goes beyond abortion access: It also demands governance that centers our ability to access healthcare — including reproductive healthcare — afford housing and food, make decisions about our own bodies, have children when and if we choose, and raise those children in safe communities.

“The US is the only high-income country where maternal mortality is on the rise, and under Texas’ abortion ban, it has risen. The SARJ Fund is not just an investment in public health; it’s also an investment in public safety — precisely what local governments are entrusted to protect. 

“With the reinvestment in the Reproductive Justice Fund, San Antonio joins the growing list of municipal governments that are making long-term commitments to care, dignity, closing gaps in the maternal health crisis, and providing comprehensive reproductive healthcare services for their constituents.”

Lilith Fund for Reproductive Equity Organizing Program Manager Erika Galindo issued the following statement:

“The people of San Antonio and our families are facing intense challenges when it comes to accessing reproductive health and services, especially in Texas. The reinvestment of the Reproductive Justice Fund shows that our city leaders understand the enormity of those challenges.

“The Reproductive Justice Fund will continue to provide life-saving interventions in the form of wraparound prenatal support, free contraception and STI care, reproductive health education, and connections to affordable health care, and we look forward to working with the city to ensure that this process will be rooted in community and the reality of our lives.

“The inclusion of the RJ fund shows San Antonio’s commitment to ensuring our most vulnerable residents — including those who are uninsured, underinsured, or undocumented — can access culturally competent reproductive and sexual health care to make informed decisions about their families and futures.”

Sueños Sin Fronteras Executive Director Laura Molinar issued the following statement:

“This victory belongs to the San Antonians who refused to let this vital investment in our community disappear. It belongs to the organizers, advocates, organizations, service providers, and community members who showed up consistently and tirelessly to remind our city that Reproductive Justice is not an abstract idea, but a framework that empowers people to access the care, information, resources, and support they need to make decisions about their bodies, pregnancies, families, and futures with dignity.

“Sueños Sin Fronteras works alongside immigrant women and families who are too often pushed to the margins of traditional systems of care. We acknowledge that a program can exist on paper and still remain out of reach for the people who need it most. That is why the work continues beyond this budget vote. As the City determines how these dollars will be administered, community organizations and advocates must play a meaningful role in shaping the Fund so that immigration status, language, income, or fear of government systems do not become barriers to care.
